The EPA established National Emissions Standards for Hazardous Air Pollutants (NESHAP) to protect the public. Asbestos was one of the first air hazardous pollutants to be regulated by the EPA.

The Asbestos NESHAP regulations protect the public by minimizing the release of asbestos fibers during activities involving the processing, handling, and disposal of asbestos-containing material. These activities may be either the demolition or renovation of a building.

Encapsulation is the application of a sealant material to an asbestos surface, which prevents the release of fibers into the air. Normally, encapsulation is not regulated by NESHAP. However if encapsulation were done using methods that damage asbestos and release fibers the NESHAP regulations would apply.

The ability of the encapsulant to be applied without damaging the surface and remain in place for long periods of exposure to environmental changes are critical to success of the encapsulation process.
